200 Hz is 5 ms per frame, and the important part is that at 1080p almost any PC with a dedicated GPU can get close to those fps in a tactical shooter. That's the difference between buying hertz you use and buying hertz that stay on the spec sheet.
In the entry tier the usual trade was speed (TN) or colour (IPS). A 200 Hz IPS closes that gap: it holds colour when you look from the side and doesn't wash out at the edges, which is what gives cheap TNs away.
Adaptive sync matches the monitor's refresh to the game's real fps. In exactly the tier where fps aren't stable, it's the feature you notice most: instead of a torn image when the PC can't keep up, you see a whole one.

To start competing seriously on little money it's the most reasonable option on the list: 24 inches concentrate the information, 200 Hz at 1080p is achievable on modest hardware, and the IPS doesn't punish colour. What it lacks is motion-blur control and a published GtG figure.
It does the job and adaptive sync helps when fps swing. At 1080p and 24 inches you see slightly less of the pitch than on a 27-inch 1440p, but your rig breathes easier.
Fine without more: 1080p at 23.8 inches looks decent but falls short if you play with shaders and care about detail. The glossy finish the listing declares can throw reflections depending on your lighting.
A very good buy for a Roblox setup: cheap, far faster than the game demands, and with decent IPS image quality for everything else. Budget for a VESA arm if you need to raise it.
